REINHA.com – The budget disbursement in the APBD of East Flores Regency, East Nusa Tenggara Province (NTT) for cattle and laying hen farming businesses for the 2025 and 2026 fiscal years totaling IDR 13,485,064,305 has recently continued to be in the public spotlight.
The fact that there was a lot of public debate about large-scale animal husbandry being developed by the government of Regent Antonius Doni Dihen was finally answered by the Acting Head of the Plantation and Livestock Service (Kadis), Drh Vian Tokan, who was met by the media in his office.
To this media (Wednesday, 4/6/2026) Plt. Head of East Flores Disbunter, Drh. Vian Tokan, explained the status of livestock business management which has been widely discussed by the public recently.
The management of the cattle and laying hen farming business, said Drh, Vian Tokan, is basically managed by the Flotim Regional Government, in this case the Plantation and Livestock Service (Disbunter) as a technical institution.
The aim of this livestock business is clear, to improve genetic quality through breeding efforts.
According to regulations, said Plt. Disbunter, Drh. Vian Tokan, livestock breeding to produce livestock seeds carried out by the Flotim Regional Government is in accordance with regulatory requirements.
“This means that livestock business development activities with the aim of producing seeds are in accordance with the provisions and certainly do not violate the law,” stressed Vian Tokan.
In accordance with the further provisions of Drh. Vian Tokan, in the direction of Law number 18 of 2009 concerning animal husbandry and animal health or its amendment to Law number 41 of 2014, clearly emphasized the government’s ability to produce seeds.
Further confirmation of the authority of regional governments to develop livestock for breeding purposes is also clarified in Government Regulation number 48 of 2011 concerning genetic resources and livestock breeding. This regulation clearly provides more certainty and at the same time requires regional governments to be able to produce livestock seeds. Please note that there are no companies or breeders in this area that produce livestock seeds.
According to Drh. Vian Tokan, these two regulations are the basis for the Regional Government (Pemda) of Flotim in carrying out livestock cultivation for the benefit of seed production.
Regarding the two main activities, both cultivating cows and laying hens, they are basically focused on breeding. According to Drh.Vian Tokan, for cattle farming, from July to October 2026, a total of 700 Balinese cattle (Bos Javanicus Domisticus) will arrive in Flotim with details of 300 males and 400 females.
“Everything is focused on producing superior cattle breeds using a natural mating system,” said Vian Tokan.
Regarding planning for the development of cattle breeding for further breeding purposes, Vian Tokan, will also be carried out using an Artificial Insemination (AI) system after the natural mating process is carried out on cows that have undergone several calving processes.
Answering the question of the availability of cattle feed, Vian Tokan, explained that the availability of Forage (HMT) at the Wolokolo farm location, Lamatutu Village, Tanjung Bunga District is basically ready to meet the needs of cattle. Apart from that, the Flotim Disbunter is also exploring the location of HMT, including by working around an empowerment pattern by utilizing HMT owned by local residents around the grazing location.
“So there is no problem with ready forage stock and there is no problem because in the planning, Flotim Disbuter will also provide silage from fermented animal feed by utilizing the abundant forage stock during the rainy season.
“This is a form of anticipation of animal feed shortages in the dry season,” said Vian Tokan.
For laying hen farming, Vian Tokan explained, in the APBD the Flotim DPRD has approved a number of budgets for procuring laying hens. For this reason, there are 7,000 laying hens aged 4 months. This means that the rearing process is shorter and within 1 to two months of being in the cage, these chickens can produce.
Regarding planning for egg-laying chicken farming, said Vian Tokan, basically the initial planning concept was to strengthen the Free Nutritious Food (MBG) program taking into account the high dependence on the supply of eggs and chicken meat from outside East Flores for the MBG kitchen.
However, in line with the existing conditions because BUMD has not yet been formed, Disbunter continues to manage this business by referring to livestock breeding patterns in accordance with regulatory directions. The design, continued Vian Tokan, is that the current type of laying hens will be cross-bred with Bangkok type chickens. This cross between Bangkok chickens and laying hens will produce Jober type chickens. The results of this cross will become a central Day Old Chick (DOC) which can be a source of seeds and egg producers that can be used by residents in need.
In essence, these two livestock business activities, apart from being a seed center, Disbuter also ensures that it can become a skills training center for novice breeders to improve their skills and managerial skills for developing the livestock business sector.
Regarding the sustainability of this livestock business, said Drh. Vian Tokan, in terms of technical considerations, Disbuter is of course optimistic that he can achieve the target. This means that the livestock community can access seeds easily and in the future the livestock distribution system with a partnership pattern with farmer breeders is believed to be able to provide beneficial aspects for the Flotim community.*** (MB).
